Dress rehearsal for globalization?

Yes it's an issue, not an illusion or myth. But the greatest offenders won't change their ways. By making it a public issue, and controlling it centrally, sounds like another ploy for inciting fear in people and having them do what they are told, for the good of us all - aka globalization. It's the dress rehearsal for the main performance, in other words.
